Three sources who witnessed Edwards' interactions with the women, both in their 20s, described his behavior as crossing professional boundaries and creating an uncomfortable work environment. The sources were granted anonymity to protect against retaliation. One of the staffers declined to discuss her interactions with Edwards when contacted by Axios.

According to the three sources, that staffer expressed discomfort with Edwards' conduct multiple times during and after her tenure in his office. The letter, reviewed by Axios, represents a key piece of evidence in the Ethics Committee's investigation, which was previously unreported prior to Axios' scoop.

Edwards did not respond to multiple requests for comment. The Ethics Committee probe is ongoing, and its scope and timeline remain unclear. The allegations raise questions about workplace safety standards in congressional offices, particularly for junior staff.

No formal charges have been filed, and Edwards has not publicly addressed the allegations. The congressman has represented North Carolina's 11th district since 2023.
