Trump's insistence on the SAVE America Act has driven Congress into a standoff, with the former president using social media and allies to pressure lawmakers. The bill, which would require documentary proof of citizenship to vote, has little chance of passing the Democratic-controlled Senate.

This procedural blockade could delay other legislative priorities, including government funding bills, and tests Johnson's ability to manage his narrow majority. Some Republicans worry the confrontation could backfire by highlighting intraparty divisions ahead of the 2024 elections.
